The financial sector of the Republic of Belarus includes the banking system and insurance companies. As of October 1, 2012 there are 32 commercial banks and 25 insurance companies in Belarus. Commercial banks are regulated by the National Bank of Belarus (NBB), insurance companies – by the government through the Ministry of Finance. The share of commercial banks account for over 95% of the assets of the financial sector.

In addition to the public sector, the main institutional elements of the financial system of the Republic of Belarus are also OJSC “Belarusian Currency and Stock Exchange”, a two-level depositary system, institution of professional participants of the securities market and the Development Bank of the Republic of Belarus.

OJSC “Belarusian Currency and Stock Exchange” is a single trading platform, which covers transactions in foreign currencies and securities. The main shareholder of the exchange is the National Bank of Belarus. Practical cooperation between the representatives of the non-financial sector and the stock exchange is carried out through commercial banks and non-bank institutions of professional participants of the securities market. The securities market in Belarus is presented by Exchange and OTC segments. The Ministry of Finance regulates the market.

Depository account of securities is carried out by the Republican Central Securities Depository and the depositaries of the second level. The activities of the depository are supervised by the Ministry of Finance.

OJSC “Bank of Development of the Republic of Belarus” was created in early 2012 as a non-profit organization to fund government programs and socially significant investment projects. The Bank is subject to the Government of the Republic of Belarus.
